Section 508 Compliance for Electronic Content
Overview
VASTEC is a national provider of solutions in the area of electronic document conversion and content accessibility with extensive experience in digitization and accessibility compliance for both Federal Government and for private industry. Our offerings focus on scanning, conversion and remediation of electronic data into accessible formats, with an emphasis on Accessibility and Section 508 compliance as it relates to electronic documents and information. Facility
VASTEC maintains all required facility security clearances to process material classified as CONFIDENTIAL and SECRET and our processes, procedures, and security controls have been audited to DoD standards established by FISMA (Federal Information Security Management Act). VASTEC’s capabilities include production at its facility in Tampa, Florida and on-site client projects nationwide.
The Accessibility Industry
The Accessibility Industry Section 508 of the Rehabilitation Act Amendments of 1998 requires the Architectural and Transportation Compliance Board (Access Board) to publish standards setting forth the definition of electronic and information technology and the technical and functional performance criteria necessary for accessibility. As a result, the Access Board published “Electronic and Information Technology Accessibility Standards” (E&IT) in the Federal Register on December 21, 2000, with an effective date of February 20, 2001.

Accessibility is driven by Section 508 of the Rehabilitation Act requiring workplaces and information products to be accessible to persons with disabilities. While wheelchair ramps and restroom accommodations have improved dramatically over the past 20 years, information products have lagged. In 2008 the settlement of several lawsuits regarding the accessibility of information products proves the need to increase accessibility of information and data products. Since these EIT Accessibility Guidelines were published, industry has expended considerable effort in developing tools and formats that will comply with those standards. VASTEC is an industry leader in delivering accessible electronic content products from our data transformation process.

Section 508 Law
  • In 1998, amended Rehabilitation Act of 1973
  • Requires Federal agencies to make their electronic and information technology (EIT) accessible to people with disabilities.
  • Section 508 enacted to:
    • eliminate barriers in information technology
    • open new opportunities for people with disabilities
    • encourage development of technologies that will help achieve these goals.
    • The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology.
  • Under Section 508 (29 U.S.C. ‘794 d), agencies must give disabled employees and members of the public access to information that is comparable to access available to others.
